You can have a script to add a user and then run 'edquota -p protouser
newuser'. Use 'useradd' so you can specify the necessary parameters at
the commandline.
Note that protouser is any user who has his own quota properly set
already. 'edquota -p' merely copies the quota of protouser to newuser.
