tar over ftp?

I know it's a FAQ, and I'm sure I've read it somewhere, but I've been
hunting for two days now and I can't figure this out.

How do I get ftp (any client -- pretty sure I have every one ever
written) to tar a complete directory and download the result?  .tgz
files would be even better, and judging by the /bin directories of
several public ftp sites, it should be possible.
