I do agree if you are using the term "GUI" meaning "easy, interactive".
I don't agree if you mean a "high-resolution-graphics" interface.
This would require having the system already setup for graphics,
which usually means having X running.
A configuration tool is expecially useful
when the system still need to be configured :-)
and it shouldn't assume the presence of other packages
except those which are really required.
So I wouldn't base on X (or SVGAlib or ...)
a network configuration utility.
