Bind Address problems more specific

ok, here is the problem. I run the killall -HUP httpd and it seems fine.
When i run httpd after that, i get #bind: Address already in use
httpd: could not bind to address 205.187.163.230 port 80
This address would be the last one in my httpd.conf file.
Can a person unbind the IP addresses and then redo it?
If i use a older copy of httpd.conf and run it again, it says the same
thing, but it would still be the last IP number in the httpd.conf file.
HELP HELP HELP. I believe this is whats slowing my server down on getting in.
