perhaps its a pam related problem... check in your /etc/hosts.allow and
/etc/hosts.deny file... or your /etc/ftpaccess file... make sure all
of the proper daemons are running for web and ftp as well as telnet.
sounds like perhaps your daemons aren't loading? what does a ps -aux
look like? are those listed in your /etc/services ?
