4.0 and networking

I described my problem and asked for help a couple of days ago but got no joy.
My problem:
I have 3.0.3 (O'Reilly) installed and working fine.
I install or update to 4.0 (RH archive CDs) with no apparent error messages
or warnings
After installing 4.0 and selecting "complete", the system works fine when
using the console but most remote stuff fails.
I use absolute addresses (eg. 192.9.3.164) to avoid name resolution
problems when testing.
FTP will connect but not prompt for a login
Telenet will connect but never prompt for a login
web browser can't connect
It is as if something is not allowing any of these services to work to a
remote machine.
BTW
I CAN ftp from the other (NT 4.0ws) system to RH 4.0 system
I CAN ping RH 4.0 system from NT system
I find it hard to believe that I am having this problem and that no-one
else seems to be. I do nothing special.
Thoughts:
- selecting "complete" may have installed a package that the rest of you
didn't and it causes more security?
- there is something about NT 4.0 that affects RH 4.0 but not 3.0.3
I have re-installed 3.0.3 which works fine so I will be looking for
something definitive before any more attempts.
