I have a small rescue partitions on a disk;
While this would not help in case of total disaster
(i.e. when that rescue partition is destroyed too),
it is great when resolving most stupid errors.
I also use that when changing Linux releases
(last changes: Slackware 3.0 -> rembrandt; rembrandt -> RHL 4.0;
still having rembrandt on rescue partition; including
gcc, MC, network utilitis, ssh, pgp, etc, etc, etc; )
So, the answer might be: N

BTW:
For those for us who have DOS installed of their machines (including me,
no flames please), what about rescue UMSDOS system?
Might be easier to maintain/use/more flexible than diskette-only
disaster disk??
