Sounds like things are behaving exactly as they're documented to behave.
Try reading the documentation.

Uhhh...  I find this even more frightening knowing that there is a
team (ref: "we") working on this and nobody thought to read the server
documentation.

Yup, just as the documentation says.  There's a bit missing there,
but the documentation does, in fact, suggest using URLs of that form.
Try reading the documentation.
