Is it safe to rm /tmp?

Howdy,
Is it safe to delete /tmp when I am about to shutdown
the system? Will the file structure under /tmp be automatically
recreated on bootup and when I run new programs that
use /tmp for putting there temporary files?
What's a recommended partition size for /tmp? Is 4
MB enough for everything that I can possibly do?
