Look further down the file.
Are you running 4.0 ? My system with 4.0 has the lines:
time stream tcp nowait nobody /usr/sbin/tcpd in.timed
time dgram udp wait nobody /usr/sbin/tcpd in.timed
It also has the line:
# Echo, discard, daytime, and chargen are used primarily for testing.
I wonder ?
