A better alternative (in your case) would be to get the .cpio archive. Have
a look at:
ftp://sunsite.doc.ic.ac.uk/packages/linux/redhat/code/rpm/rpm-2.2.x/
(or some other mirror that answers you) for file:
rpm-2.2.7-1.i386.cpio.gz
Move it to the root ("/") directory and do:
gunzip -c rpm-2.2.7-1.i386.cpio.gz | cpio --extract
