passwd: User not known to the underlying authentication module

I get this error for all users except root from passwd:
passwd: User not known to the underlying authentication module
On one machine passwd works fine (upgrade from 3.0.3) on the other
(new install), I get the above message. Traced it down to SUID missing on passwd
on the new install.
On old box:
$ls -l /usr/bin/passwd
-r-sr-xr-x 1 root bin 19031 Aug 26 13:29 /usr/bin/passwd
On new box:
$ls -l /usr/bin/passwd
-r-xr-xr-x 1 root bin 19031 Aug 26 13:29 /usr/bin/passwd
Opps dropped a bit somewhere.
