As far as I know, the Windows 95 swap file shouldn't be too much of an 
issue.  I did use FIPS on a friend's Win95 machine, which I believe has 
the VFAT16 file system.  Now if you just bought your computer recently, 
Windows 95 has the VFAT32 file system, and among other things, this 
breaks dual-booting with other operating systems.  I'm not sure about how 
FIPS would work in that case.  Just use the defrag program supplied with 
Windows 95.  Actually, deleting the swap file shouldn't be too much of a 
problem, provided that you have all of your work saved.  Drop down into 
DOS mode before you delete the swap file and use FIPS.
