Obviouysly, it would query the user before copying files. (maybe a
size threshold.. anything over 500k is querried)

I think this would be really useful... especially in the example that
Donnie gave.  Some cracker replaces /bin/bash.. you never did an rpm
-V, but the upgrade catches it.  You suddently realize you've been
broken into.
