For your first question, try the following:
xvidtune
Once you have gotten it as close as possible, then use the buttons/knobs on the
screen to position/size the display to your desire. (Assuming you have the
buttons/knobs)
For the second, I don't know, but start looking at .Xclients and .fvwmrc.
There is also a man page on fvwm, which you should check out.
Cursor acceleration may be covered in the man page too.
