The machine thinks it's in shutdown mode constantly.  Bug.
If the file /etc/nologin exists, then users will be prevented
from logging in.  (If the system were really shutting down,
you wouldn't want to let people in.)

In the meantime, add "rm -f /etc/nologin" to the end of your
/etc/rc.d/rc.local script to prevent this.  A kludge, but effective.

For the long run, get a new kernel.
