you have a file at /etc/nologin whose contents are the text "The system is
going down on Mon Nov 30 11:07:34 1998"
This prevents anyone except root from logging onto the system, and everyone
who is refused a connection will be shown the contents of the nologin file.
If the reboot has already taken place, and the file still exists, simply
remove it, and you'll re-enable logins for all authorized users.
it is the responsibility of your startup scripts to remove this file on
startup. If your system rebooted and the file was left in place, then your
startup scripts are not checking for/removing the nologin file. This can be
useful, if it's your intention not to allow logins upon initial restart of
the system, but from your message, I assume that this is not your desire.
