Bootloader Won't Install

I got through the 5.2 install up to the bootloader. The bootloader won't
install on either the mbr or on /dev/hdb1. I keep getting "errors were
encountered during installation of the bootloader." After that, I can't
get any farther in the install.
I have a p166 with one of the earlier win95s on /dev/hda1 and linux on
/dev/hdb1.
What should I do? What else did I miss in the install?
