It might do if the list were stable. It's not. New users clamber
onto the conveyor belt too fast.
Another high-traffic mailing list I know (research librarians) has
been discussing subject-line conventions, & there's no question at
all -- flags are impracticable & unenforceable. (Even the inventor
declared his own idea stupid.)
Better that we spend our time writing concise, specific subject
lines.
