Are you running arpwatch?
If you are, arpwatch is probably trying to do a reverse DNS lookup on each
IP address that attempts to connect to the box. Make sure your DNS is set
up properly, or set up bind yourself for your private internal network and
make sure you place entries for all of your local machines.
I had a similar problem when I was running arpwatch. My solution was to
disable arpwatch, but I believe making the IP address in question easier to
find will fix the problem for you. (I noticed when I was having the problem
that machines defined in my hosts file didn't have the delay, but every
machine in the building that was NOT in the hosts file, did have the
problem.)

Can any one tell me why it take 3 minutes to authenticate a ftp/telnet
connection on my RH server
I Have an i486 box running RH5.0 and use just to test cgi-scripts and
web page before uploading to the net.
