As an ISP, I do the same thing here to those that want/need a
fixed IP. I charge $10 per month for the fixed IP addres. Way
it works, I put a line in my RADIUS users file, with the
person's login name and the fixed IP statement. When HE logs
in via the modem, the terminal server gives him that IP
address.
I can't imagine why his ISP would not do it; but they may ask
why he wants a fixed IP. If he says "I have a little web
server", then several questions come up.
Like: (1) Is the connection up 24 hours a day?
(2) Is this business vs personal?
Depending on those answers, you may find that the typical
$19.95 unlimited monthly rate does not apply. For instance,
here at Nook Net something in that order would be a dedicated
connection for business. The rate is not $19.95, but $105
per month, plus the $10 for the IP address, total of $115
per month.
That is fair, consider. It ties up my $300 modem 24 hours,
it ties up my incoming telephone line at $35 per month, and
it also uses far more bandwidth than a regular personal user.
Quite often, customers like to stay anonymous and get something
for nothing. Be aware that ISP's, for the most part, run
programs that spot these type of users. If there are lots of
free lines, we don't say anything. If resources are at a premium,
we start keeping tabs on the user or talk to him.
A fixed ip address on a non-dedicated line is useful for
experimenters, tinkerers and the like. It is also useful for
some users to interface to some other computer systems that
require it -usually for security reasons. These are legitimate
fixed ip/non-dedicated line users. I have some of these too.
