I really don't understand why this thread continues but:

I don't think you will find they have been up and down, just not
available due to too many users trying to ftp, they only allow 25
sessions now.
They are trying to encourage you to use a local mirror, which there
are many.
If you really can't find it, check out my local lug mirror at
ftp.tux.org it is definitely there I just checked, however it should
be on most of the mirrors.
