The National Bylaws say absolutely nothing about service hours. You don't
even have to require that the brothers do service. Each chapter can set
it's own requirements for what it takes to be an active member. Here is
the section of the bylaws on active membership.
BL>(2) ACTIVE MEMBERSHIP. Active membership shall be conferred upon
BL>enrolled students who are in the fellowship of the principles of Alpha
BL>Phi Omega and the Boy Scouts of America as embodied in its Scout Oath
BL>and Law; who, to the satisfaction of their chapter, are so oriented;
BL>who are encouraged, but not required, by their chapter upon activation
BL>to be a registered member of any Scout movement; and who have
BL>successfully completed an approved membership education program.
BL>Initiation shall be according to the official ritual of the
