It's probably because it's a peak time, they can sell much of their rooms
for $300+, they aren't going to give a military discount unless it's really
for miliitary purposes.
Even without the Sugar Bowl, New Year's Eve is a major event at most major,
urban full-service hotels, and they charge a premimum for it (usually in a
package along with their gala ball, drinks, etc). Discounts are given in
part to encourage people to stay at a given hotel when the room might
otherwise go empty, but on New Year's Eve, not only isn't it empty, but
it's one of the rare times they can really charge "rack rate" extensively
and get it (check out the back of the room door in a hotel to see what that
room's "rack rate" is- full price, no discounts of any kind, and you'll
find you rarely pay it unless youn are in a very high demand area/time
and/or made last minute reservations...)
