Michael makes a good point. The thing to remember overall is that if you
require a pledge to do something to get the signature, that the pledge has
the ability to have that requirement lifted. I have seen Chapters put time
limits on the interview process to prevent Brothers from occupying hours of
a pledge's time and not give them the signature. I have also seen Chapters
encourage getting 100%, but only require 90%, so that a pledge does not have
problems with meeting requirements due to one Brother being difficult and
non-helpful. One of these methods is not necessarily better than the other,
but they do provide options.
Ultimately, however a "signature policy/requirement" is implemented, the
Chapter should take the time to reflect and see if, the way they have
structured it, it does benefit the pledging process and meets the National
Pledging Standards.

I hope not.
For myself, obtaining strickly signatures is not hazing. Some GLO do
consider it, based on their hazing criteria of hazing being making the
pledge "do something they normally wouldn't do".
Doing interviews as part of getting signatures should also not be considered
hazing. Its all part of the larger goal of getting the pledges to know
either other and the Brothers, and vice versa. I hope that chapters that do
ask pledges to do interviews provide them with possible interview questions.
Where you CAN get into hazing in the area of getting signatures is if you
require the pledge to do something to earn that signature. We used to have
it where the active would ask the pledge a simple question to earn the
signature, but dropped it because someone felt it could be abused.
