I have had some success finding rooms in the various
local hotels in the French quarter (easy walking distance
from the Sheraton) using the web based travel services,
including travelocity, expedia, orbitz, hotels.com,
Yahoo travel, etc. Most of my travel was not during peak
periods, though. Some of these places are fairly small
(few rooms) but the rooms are quite comfortable and the
service is good (frequently better than the large chains).
I doubt the national office, the national convention committee,
or anyone else can reserve a block of rooms in any of the
New Orleans chain hotels at this point for New Years Eve.
These smaller places are perhaps not hosting large celebrations
and will possibly have individual rooms available at more
reasonable rates.
