1) As Charlie just mentioned recently, MIME attachments are lopped off
of incoming messages.
2) HTML uses more bandwidth (and archival storage space) than plain
text messages.
3) As a corollary to #1 and #2, the APO-L service is graciously provided
by IUPUI. To move to a higher-bandwidth medium would cause us to
use more resources, and IUPUI may decide that we use too much of
their bandwidth and storage space.
4) If someone can't get their point across using plain text, then I
would suggest that they reconsider whether their point is even
worth saying.
