"Scouting on the Mall" for the National Capital Area Council was
aimed more at scouting age youth tha cubs (but not by much), but there
really isn't much difference between the sales pitch to a 9 year old and a
13 year old.
I agree that the best is probably NOAC and we do send a team there. I'm
personally annoyed that in the changeover from Exploring to Venturing that
there aren't any more National meetings, since that would have been close
to the best. It depends on the resources but I think anything that has
booths and isn't specifically aimed at cubs can be worth it. The booths
around me included groups trying to get scouts to go to the next World
Jamboree and a group trying to get troops to do Philmont treks.
If my choice is between a Venturee (correct term?) and a Cuboree, I'm
definately at the first...
