No.  That's just plain wrong.  There were TWO main reasons.  You seem
to be forgetting about:  "Secondly AND JUST AS IMPORTANT (emphasis
mine) to help the nations of the world settle their differences in a
more sensible and legal manner than by war."

Now the way this was envisioned was to develop "leaders of compassion
to help end universal human suffering".  Horton saw Alpha Phi Omega
as a way to train the future statesman of the world (through service)
to help bring about world peace.

Fast forward to today.  Women are part and parcel of the leadership
of the nations of the world.  Here in the U.S., women are
congressmen, senators and cabinet members.  Women have been heads of
state in countries ranging from Great Britain to Pakistan.

I submit to you that Frank Reed Horton's vision CANNOT be realized
without women included in every level of the Fraternity.

I also submit that if FRH knew that women would be such a large part
of the world's leadership, he would have sought to include them in
the Fraternity from the beginning.  As ahead of his time as he was, I
just don't think he could have envisioned the gender equality that we
have nowadays.
