I think this is a misinterpretation of FRH's <BR>
intention. "Manhood development" was never the <BR>
sole intention of APO. It was to bring <BR>
together college men into an organization based <BR>
on the principles of scouting and dedicated to <BR>
service. Having a standard of behaviour <BR>
("standard of manhood" as he called it) was <BR>
part of the intention. Realize that the <BR>
principles of scouting apply to both men AND <BR>

If you look at the very cause of Frank Reed <BR>
Horton's initial thoughts, you see that he <BR>

pledge manual. On page (16) he says "I felt <BR>
that there ought to be a college organization <BR>

of the Boy Scout movement; one which would <BR>
continually strenghten men in the high ideals <BR>
that they had learned as Scouts." On page (19) <BR>
the manual has: And so an idea, design to help <BR>
young men withstand the challenges and <BR>
temptations of life, as well as providing them <BR>
with opportunities for continued Leadership <BR>
Friendship and Service, bore fruition.... And <BR>
on page (20) it says: Above all it is the story <BR>
of the dreams of one man for an organization <BR>
through which men might better the conditions <BR>
of other men, as well as themselves. <BR>

To make the long story short. Supplemental <BR>
Manhood Development. Yes, it was the only <BR>
reason for the creation of this organization. <BR>
Now later after the organization was formally <BR>
initiated, they decided to resolve their third <BR>
problem of finding what the primary goal will <BR>
be. Service, was choosen later somewhere after <BR>
the first initiation in 1925 "at a subsequent <BR>
meeting" and before the second initiation in <BR>
1926. Service was "adopted" by this <BR>
organization during the structuring of this <BR>
organization. That's on page (18).<BR>
