Our chapter bylaws also answer this question.

If the officer is the president, then the Service VP permanently takes
over the presidency.  then a new Service VP must be elected.

If it is any other officer, the president appoints an active brother to
take over the position on a temp. basis.  Then, nominations are held at
the business meeting immediately following the resignation.  The week
after, an election is held.
