That's apparently up for interpretation - I tried to enforce exactly that
section, and was told by my regional director that the entire National
Pledging Standards are no more than guidelines, not hard and fast rules.
(I would disagree, but when it's an RD disagreeing with a Section Chair,
the RD generally seems to win)

At least in this region then, pledge periods can be of any length, even
as short as just under three weeks.  I presume that an extension by a
similar amount would also be permitted...  (other RDs may disagree with
this interpretation, but this is what I was given here)
