Opinion on legislative procedures, especially with Nationals bids

I've never been a voting delegate at nationals, but i was a
sergeant-at-arms/floor runner for roughly 6 or so hours at the sessions in
Phoenix. I was on the floor when the voting on nationals 1998 was done. At
that vote, a bathroom break was called in between presentation/discussion and
the actual vote. The voting occurred roughly 3-5 minutes after the scheduled
return time to vote, at which time we have to seal the gates to keep the
delegate count constant. I have to say at least 2 dozen returning to the
floor were unexpectantly shut out of voting because of it, and the situation
looked to begin turning ugly athte back of the room, near where I was
standing, before settling down.

I just may suggest to whomever runs the meetings that to ensure smooth
operation, my friendly advice is to not call a break in between the
discussion of an issue and the vote, and to never schedule an immediate vote
right on the heels of a break. The aforementioned situation would probably be
avoided then. Thank you.
