Actually, we talked about this in the office right after I posted the
transaction. In general, we would *not* want the Moira list/group
information in the sipb cell, just the user information; in other
words, all we really want to do is solve the problem that every time
we want to add someone to a sipb acl, we have to add that user to the
sipb database explicitly (and that requires an admin to be around).
So what we would actually want to do is ((SIPB users & Moira users) +
SIPB groups) ==> New SIPB database.
