Dumping Athena moira database to the sipb cell

Is there a particular reason that the sipb AFS cell does not have a
complete copy of the moira user/group information?  Do we not want it?
I recall hearing that it would be difficult to get the copy to work
easily/quickly/whatever, but in fact that isn't the case.
Synchronizing the databases would require (1) (a) running a program
called 'sync' once and (b) 'resync' every now and then afterwards, and
(2) taking down the sipb cell for long enough to copy the resulting
file over the pts database (ie: not very long at all) each time we
resynchronize.

I suppose we would need to customize the sync and resync program to
keep our system:administrators separate from Athena's, but that would
be a big deal.
