I don't believe that is the right approach. For one, some people might choose
to build kernels without linux binary compatibility. For another, there
may be some programs which don't work under emulation.

It would be much better simply to get the lockers to support NetBSD
(sometimes simply by making inbsdbin->linuxbin, sometimes by actually
compiling from scratch. If you find a locker that has support for linux
but not NetBSD, please send mail to the locker maintainer cc:netbsd-dev,
OR just send mail to netbsd-dev, and we'll follow it up.
