Login problems

The problems is as follows:
When attempting to login as an athena user, the system returns the message:
Permission denied while attaching your homedir.

A ticket is obtained (and left in /tmp).  The homedir is not mounted, and a login prompt is returned.  When logged in as root, I can still attach the homedir, which is intact.  The user is added to the passwd and master.passwd files.  Successive attempts to login as that user result in "incorrent login" errors until the user is removed from the passwd files.

The problem occurs when a login is attempted via telnet.  All other functions of the computer seem to be normal- all programs function normally for root.

Clearing the afs cache had no effect on the problem.  The /bin/athena/login file seems to have the correct size (confirmed by SIPB office).

The problem began after root had chmod'ed several files in /root.  Shortly thereafter, the system gave permission denied errors for ls and pwd.  These problems no longer occur, and the permissions on these files are correct.

Any suggestions are welcome.  I could reinstall, but would prefer to avoid this and determine the cause of the problem.
