It probably is. The best option I know is to get sformat-3.3 (or newer)
from a SunSITE mirror, it has -verify and -repair options which can
reassign defective sectors without losing your data (it will try to
recover the data from defective blocks by extensivele re-reading the
sector and copying it over to the newly assigned block if it succeeds)

A low-level-format (WITHOUT! clearing the grown defect list) will help
provided that the drive has enough defect spare locations available.
YOU WILL LOSE ALL DATA ON THE DRIVE WHEN LOW LEVEL FORMATTING IT!
