 There are several scanning options for Linux. There's the commercial 
(but, I understand, cheap) XVScan, which works with HP scanners, uses XV 
as its user interface, and is supposed to be quite good.

 I seem to remember a program called hpscanpbm. I think it was a 
command-line program to control HP scanners. You could look into that.

 There's also SANE, which already can use several brands of scanner 
(Mustek, UMAX, HP, etc.), with more being added all the time. Their URL 
is http://www.azstarnet.com/~axplinux/sane/.

 For graphics manipulation after you've scanned in an image, XV and 
ImageMagick offer a pretty good set of options. For more ambitious work, 
there's the GIMP. I haven't looked into commercial Linux graphics 
editors.
