This is quite a common problem. When you hit ^C, the Linux telnetd sends 
an 'urgent' packet. Some telnets, including apparently your Tektronix, 
become terminally (sorry!) confused by this. 

To work around it, you can recompile your telnetd with the appropriate 
symbol (NO_URGENT or something similar) defined.
