May be you installed uugetty with some time out for the remote end to
answer.  If the remote end does not answer uugetty will terminate and
be respawned by init.  If this happens too often (something like 10
times during 2 minutes, if memory serves) init assumes an error
and will delay the next respawn in order not to fill the system.
