CD-Rom problem

Hi,
As I mentioned before I have a CD that is connected to a separate IDE
controller that has a jumper settings to mitsumi CD, and linux can't
recognize it on anything, I tried the rc.cdrom but it writes not a block
device, when I get my CD linux I won't be able to install it, so how can
I make my CD-Rom work with linux 1.2.13
