I don't think this is the case, since it appears that node JPNWAS00
can send messages to MITSIPB. In particular, it can send back replies
to bfinger commands ... if it didn't recognize the MITSIPB node name,
it wouldn't be able to do this:

  athena% bfinger OKUMA@JPNWAS00

One possibility is that there is an intermittent link somewhere in
between here and there. I would be interested in whether you can
receive replies to the bfinger command at around the same time that
the messages originated using "TELL SCHIU AT MITSIPB" seem to be lost.
If this is the case, we can investigate the problem further and try to
track down some other explanation. (Incidentally, there's essentially
no possibility that the syntax "SEND SCHIU@MITSIPB" would be correct
from that system.)

Also, the username OKUMA above is Daiichi Honma, the person at Waseda
University who is responsible for the JPNWAS00 BITNET connection.
