That's what the timeout is supposed to do. From the manual page:
-t (timeout)
The timeout, specified in minutes, tells xscreensaver how long to
leave the screen locked before the following takes place: If the
logoutCommand resource is set, the command in it is executed. If
not, then xscreensaver will attempt to log the user out (if it has
been configured to do this at your site; at Project Athena, it has
been); it may not succeed.
After attempting to run the logout command and/or log the user out,
xscreensaver will exit if the timeoutExit resource is true.
Some sites may have a default timeout hard-coded into the program,
and some sites may have a maximum timeout. To specify no timeout,
specify a timeout of 0 minutes. The default at Project Athena is
no timeout.
If you want to change the time until the logout button is enabled,
then you'll need:
(no command-line option) (logoutButtonTimeout)
If this resource is set to a non-zero value and the screen is
locked, then a button will be popped up on the root window that
many minutes after the screen has been locked. If the button is
clicked, then xscreensaver will act as if its timeout has expired
(see above). The default value of this resource is 30 minutes; a
value of 0 disables the logout button completely.
