Short response: no.
Long response: The reason we keep two copies is that there are thigns
in the sipb locker that are critical to people getting work done
(idraw/xfig are more-or-less it as far as drawing programs go, and
there are others.  The reason the lockers can't both have the same
full contents is that the athena copy doesn't have enough space.  Our
solution to this was to make some non-critical things in the athena
copy (the secondary; why were you using it, anyway?  Was the sipb cell
down?) point to the sipb cell, via a synctree that runs nightly (what
do you mean `unsupported' athena cell copy?).  I would guess that
since Athena provides dvi2ps, dvips was considered non-critical.  Now,
unless the sipb cell was down, the athena cell copy should have worked
anyway, and if it didn't that's a different bug...
Let us know what's going on, so we can fix whatever problems are
there...
