gnu diff and diff3 installed in sipb locker

I have installed the most recent versions of GNU diff and diff3 as
gdiff and gdiff3 in the sipb locker. I did so because I needed them,
and the version of diff in the gnu locker is only installed for some
platforms and appears to be quite a bit out-of-date as well.
I made the modifications necessary to make it compile on all
platforms, and created an Imakefile based on /source/config.
If the gnu locker maintainers install it there, I'll remove it from
the sipb locker.
The main reason I installed it is that I needed to do a uni-diff.
