I can confirm that this bug exists. It's only on some Dell 745s with
the ATI RV516 (Radeon X1300/X1550) chipset. If you want a test
machine on which it fails, dewey.mit.edu, one of the OLC machines out
front, exhibits this problem.
Interestingly enough, my machine (also a Dell 745 with an ATI RV516)
fails to exhibit these symptoms.
