From a technical standpoint, I believe what needs to happen is for the
change to be made to /usr/athena/lib/init/cshrc, which is part of the
release.  Moira has private copies of the files that normally exist in
/usr/prototype_usr/ on Athena workstations, so if any changes are made
to those, I'd need to update Moira's copies for them to take effect, but
as far as I know, past practice has been to put as much of the global
environment setup as possible in the files in /usr/athena/lib/init,
although I'm sure Greg will chime in if I've misrepresented what we've
generally done.
