rhlinux 9.4.30 breaks afs on smp machines due to lack of kernel downgrade

The upgrade list mechanism doesn't work to backdate packages, as is
required for smp kernels under 9.4.30 for machines that had taken 9.4.29,
so the system continues to boot with the new kernel and has no working
AFS module without manual intervention.
Not a problem for the public release, but other dev cell smp machines
will probably have lost thus. (Known to have been affected are
quiche-lorraine, which has been fixed, and centipede, which hasn't.)
