Proposed emacs 18 banner

Part of the plan for the emacs 19 upgrade is to add a banner to emacs
18 informing users of the impending upgrade and encouraging them to
try out "emacs19".  I have figured out the most expedient way of
changing the emacs 18 banner (it won't require recompiling).  Here is
a proposed addition to the current emacs 18 banner:

	* * * * * IMPORTANT NOTICE * * * * *

	This summer, the default emacs on Athena will be upgraded to version
	19.30, which is significantly different from the current version.  If
	you want to try out and adjust to emacs 19 before the upgrade, you can
	run "emacs19" instead of "emacs".  If you have questions about emacs
	19, you can ask them through the On-Line Consultant system ("olc").

If you think it should be different, please say so.

Timeline:

	* emacs19 went on the dev cell packs on Sunday 3/24/96.  A
	  couple of bugs have been fixed since then.

	* emacs19 should go onto the Athena cell packs this week.  I
	  will send a message to cfyi and other lists at that time
	  explaining the impact of the change (on people who use the
	  emacs19 locker) and asking them to try out emacs19
	  themselves so that they can answer user questions.
	  Consultants can ask me questions if they need to.

	* About a week after that, the emacs 18 banner will be added.
	  This may create some questions for OLC.
